The number of electrons per energy level (shell) is given by 2n^2, where n is the number of the energy level. So for n=1, the are are 2*1^2=2 electrons. For n=2, there are 2*2^2=8 electrons. Note that you have to start at the lowest energy level, filling one level before moving on to the next.

Titanium has following electronic struture: 1s2 2s2 2p6 3s2 3p6 4s2 3d2 4s is filled before 3d (like K and Ca, after Ar).
