Despite defeats in Egypt, Napoleon returned to a hero’s reception. Outmaneuvering the government and supported by his army he collaborated in a coup d’état to overthrow the Directory and establish the Consulate. the last sentence of the paragraph I posted tells exactly what he became. (it wasn't governor :)

Wouldn't it be Consul? It says 'Napoleon had become the first Consul of France.
