Could someone please check my work? I am asked: How much 3.0M HCl is needed to make 100mL of 0.7M HCl? M1V1=M2V2 (3.0M)V1=(0.7M)(100mL) V1=23.3mL Is that correct? What does this mean exactly, would I add 23.3mL of water to the 3.0M solution? Thanks...

Or, does it mean that I add 76.67mL of water to 23.33mL of 3.0M HCl?
it means u have to add 23.3ml HCl (3 m) in 76.7 ml water
