The radio signal is travelling at \[v=3*10^8 m/s\]The signal has to travel a total distance equal to \[d=3.54 *10^7 m\] To figure out how long it takes, you simply divide the distance by the velocity: \[t=d/v=\frac{ 3.54*10^7 m }{ 3*10^8 m/s }\]
