The Neutrality Acts limited the US's involvement in foreign conflicts after all the costs of being in World War One.

The Neutrality Act of 1935 was in reaction to the emergence of fascism in Europe and Japan's growing aggression (remember, they invaded Manchuria in 1931, which was a violation of the Kellogg Briand Pact). We wanted to stay out of foreign affairs after the horrors of World War I and to honor the fact that this nation was intended to be a neutral nation in the early republic.
