No it is a circle. It does not pass the vertical line test
That's a unit circle, and since the domain and range is not restricted, it is not a function.
Take a pencil and keep it vertical Move it across the graph, if it touches the graph in more places than one than it's not a function. Which here it does because it's a circle.
