You might try eliminating the worst (least likely) possible answers as a way to zeroing in on the correct one. For example, "the x-axis is longer than the y-axis" is ridiculous; it's the scale divisions, not the length of either axis, that matter(s) most here.

All depends upon what you mean by "small." In other words, this "reason" doesn't hold much water.

Personally, I wouldn't have any problem letting the y-axis begin with y=15. However, this answer choice is the "least bad" of the four choices given. Thus, I'd vote for your choice.
