Ok, well. It's kewl. m = 0 refers to the slope of the line they want. They want an equation of a line with a slope of 0. And a line with 0 slope is a horizontal line. :D With horizontal lines on an xy-plane, the line goes through one specific y-value, and extends to infinity and negative infinity in the x direction.
