It is most definitely not D. The Civil Rights Act of 1968 was mainly meant to follow the Civil Rights Act of 1964 (Outlawed discrimination based on race, color, religion, sex, or national origin.) because this Civil Rights Act did not draw attention to housing discrimination in particular, but, rather, generalized discrimination as one big problem in itself. While the Civil Rights Act of 1866 did, in fact, acknowledge housing discrimination, it did not provide federal enforcement provisions. Therefore, your answer is B.
