like for example, How much did the population in the US from 2011 to 2012 increase? Then on the next row, "Write the problem as a percent problem. " Just rephrase the question into a percent question. You can think of anything else.

You have to based your question on the next row which is "Write the problem as a percent problem. " Usually when writing a percentage problem, it is either your comparing a value with a different value.
