Atoms contain neutrons, electrons & protons. In a neutral atom number of electron is equal to number of proton. Since the charge on electron is -1 and that of proton is 1. Atoms are able to be neutral.

2) When an atom looses electron, number of electrons decreases in comparison to protons. Since the protons have positive charge, Atom becomes positive ion.
