Advised elected officials The Senate did appoint quaestors, who handled money, and praetors, who's main job was acting as a judge. The Senate was the main political entity, so they of course decided foreign policy. They voted on whether or not to go to war, have an alliance with them, etc. However, once someone was elected or appointed, they were fairly autonomous; they weren't told what to do most of the time, governors were the only ones who might receive an order from the Senate, but that would be probably rare.
