I believe it's A. To test medicinal treatments before giving to patients. Because each patient may have different reactions when treated, and of course they don't want to give a certain kind of treatment if it's going to have a negative result on the patient.

when you take cells out of the patient and put them in tissue culture,you have to put in so many factors that help them grow that, if they do grow, they no longer resemble what was in the patient.
