The Constitution grants the power to declare war to the federal part of the government (national). The President (executive branch) will decide who they wish to declare war on and he/she must be approved by the national Congress. Both federal and states enforce laws as well as hold elections (mayor, senate, etc), and states are allowed to borrow money, just not from foreign nations.
