the cuticle i would guess as it has a waxy, waterproof layer on top of it which traps water and prevents it from evaporating or diffusing out of the plant tissue

cuticle limits water loss but its not a tissue ... The single layer of epidermal cells is a dermal tissue that produces the protective waxy cuticle. Epidermal cell walls can form a very tough leathery structure with lignin crosslinking that makes them suffer less damage from wilting. so dermal tisse is the plant tissue that resposible for limiting water loss
