Probably the second, although a case can be made for all but the Open Door Policy in China (which is more of British origin and oriented around commercial interests). Mahan's argument, in addition to that evident in the title -- that sea power was immensely important in being a guide of, not a victim of, history -- was that the most important function a powerful blue-water navy served was to, merely by its existence, preserve a nation's influence and keep potential adveraries from messing with its sea-borne trade. That is, Mahan argued a navy was not just something you wanted in wartime, to fight, but also something you wanted in peacetime to preserve the peace. That may seem like an obvious point today, when it is well accepted, but in the early 1800s the United States generally abhorred standing armies or navies, and felt that wartime was soon enough to build them. Mahan argued powerfully for the modern attitude, where we think the time to build your navy up is peacetime -- that by the time war comes, it's too late, and besides, your navy should've been strong enough to deter war in the first place. A lot of that is due to thinking that Mahan summarized. so my guess is D
