If the electric field in some region of space is zero, does it imply that there is no electric charge in that region?

Think of metals. Inside there is no electric field, does that imply there are no electrons inside the metal? The electrons "conspire" to make the TOTAL electric field zero inside the metal to make the electric potential the same everywhere on the surface. However, inside there are still electrons attached to atoms and where there are electrons (which have a charge), there is an electric field.
