All rational numbers can be expressed as a fraction of one integer over another integer. For example, 2 is a rational number because it can be expressed as 2/1. Pi is not rational because it cannot be expressed as a fraction of one integer over another integer. Fractions themselves, of course, do not have to be equatable to one integer divided by another. For example, the square root of three over two is a fraction but this number is not rational.
