I would use median since you have an outlier at 15

Commonly used measures of central tendency are mean, mode, median and midrange. The data set in the question contains an outlier (15), therefore any measure of central tendency that requires a calculation which includes the outlier will give a misleading value for central tendency. The mean and the midrange need calculations which include the outlier, therefore they are not appropriate measures in this case. That leaves the mode and the median to consider. Putting the data values in ascending order gives the following result: 0, 0, 1, 1, 2, 2, 3, 3, 4, 4, 15 The mode is the value which occurs most frequently. Can you pick the mode?
