I agree with your answer C as far as I know :) There was always money to be made making plays but during this particular time period Elizabeth did encourage the fine arts including drama. I am not an expert, so I would double-check with someone who knows more.

Sorry for a late reply... But I would just give a medal to first answer C... and btw, I would say that Shakespeare was not just the part of her love for literature, but with his works actually helped England to become debt-free, after many debt years. (If I am not confusing different periods)
