Immigration to the United States increased as immigrants sought refuge from oppression in their home countries. Laws restricting immigration from European countries were lifted and immigration increased significantly. Immigration to the United States decreased as immigrants feared the unrest of the Red Scare would make life difficult.
the red scare was the fear of communism. it's not B or C because during the red scare, immigrants were treated as communists so less than 1% of the people who came here, were actually allowed in.
