You would first simplify the Exponent that is within the parenthesis:
4 + [(2)(11 - 9 + 9)]
Now subtract 11 - 9.
4 + [(2)(2 + 9)]
Add:
4 + [(2)(11)]
Multiply
4 + 22
Add
