it's not A or C because there's no international boundaries on that map. D isn't it because there's not thin blue line between Minnesota and Canada, there's a thick, double lined black line. so it's B

It was wrong
the only other one I could see being the answer is C. it could be considered an international boundary but it says on the map itself that it's a national boundary. but it's definitely not A, not B (since you got it wrong), and it's definitely not D because Canada isn't a state, it's a country so it wouldn't be a state boundary. so the only one left that makes sense is C because it's definitely not A or D, and it's not B.
