I don't see why state highway officers would care, so I'd eliminate C. I don't think it's gasoline manufacturers because why would you have to convince them in the first place. I think it'd be B because the tractor trailer drivers have to drive/use gas.

I know really think the tone is disrespectful, except for that last part "their parents obviously don't truly care about their education" is kinda rude but overall I think it's pretty respectful. so I think B and C can be eliminated
