at least it must be moving, according to the equation P = m*v.

If you base your answer on the definition of momentum as p = mv , then one could say that for p to be non zero you need m to be non zero and v to be non zero, in other words the object must be massive and moving to have momentum. How an object could exist without being massive is another question : )

Object must be massive.( If the object acquires some momentum due to a force then its velocity increases.)
