OpenStudy (anonymous):

If you have 15% by mass Nitrogen in a sample of a fertilizer, than 15% of that 14 oz sample of plant food will be Nitrogen. There are roughly 28.35 grams in an oz. This should be enough information if you think about it a little :)

In case you didn't figure it out, the answer would be \[14 oz*(28.35g/1oz)*(0.15)= 60g N\]
