Because the original audience of the bible was mainly uneducated sheep herders who needed fear and threats to believe in God. However, after they realized that didn't work so well, Jesus created the New Testament to try to change things to convince more people to believe in Christianity.

In the Old Testament, he is shown as "mobidly violent" as he is trying to stop further evil. His the power of terror, he could change the minds of those at the time, stopping them from committing sin by seeing the consequences. This changes in the New Testament, where God does a different approach, but with the same intention.
