Okay so the 3 means that the function is horizontally shrunk and the vertex is basically (7,4) Because |x-7| = 7 and if you plug in 7 with x you get 4.

Since the function is horizontally shrunk by a factor of 3, the function will look like this.

I started with 3(x^2-14x+49)+4 then 3x^2-42x+151...am I doing this correctly?

so you just have to expand it? if so, then you are doing it right :)

This is horizontally shrunk but vertically expanded if that makes any sense. lol
