So, the moving coal isn't the energy source. To get the coal to move, you'd need to put energy into it anyway! So that's not the best plan. Better to use it's chemical potential energy (not like the kinetic kind of potential energy). With a dam, the water moves to the dam on its own. We don't have to put our work into it. That's why it's efficient to use it's potential energy. We didn't have to give it the potential energy.
