remember this...
HOY -- horizontal line, 0 slope, represented by y = a number
VUX -- vertical line, undefined slope, represented by x = a number
so you have a horizontal line...it is represented by y = a number....and your points are (2,3) where 3 is in the y position. So your equation is : y = 3
