The first step you want to do is clear all fractions So you multiply both sides by 13.\[13(\frac{ b }{ 13 }-\frac{ 7b }{ 13 })=(\frac{ 12 }{ 13 })13\]

Once you have that, you use the distributive property on the left side so that there are no fractions. This is because the 13 cancels out with the denominator of 13. After that you can combine the b-7b to -6b. You are just combining like terms.

Then you will have something like this \[6b=12\]. Divide both sides by six and you have your answer.
