How do you submit your HW once you've done it?
You don't. This is a free, course. You do not need to watch the lectures in order, or watch all of the lectures, or do the homework.
I think you misunderstood my question. It is possible to "post"/"submit"/whatever one's HW where others can see and comment on it, although it doesn't get graded. I've done so several times. Each time it took me a long time to figure out how. Last time it took me ~20 minutes. Figuring out how to post my code was at times more difficult than writing it. Although I think it's a great course, I find the user interface difficult. Coursera's, for example, is a piece of cake in comparison. Also, the discussion forums seem dead. I don't understand why, since, again, I think this is quite a good course.
The MIT OCW site is for independent study. This site helps give independent study people a place to ask questions. There is not really a formal relationship between them. On Coursera, Edx, etc. they sell additional materials, chard for certificates, and things like that. They are ways for the instructors to contact a huge audience and the small percentage that opts for the extra end up paying for things. The OCW to OpenStudy is more like a free reference set and a meetup place where people talk about it.
