3 mile increase, reason being is that in one hour you have ran 3 miles. But in two miles you have ran 6 miles. So it increases by 3 miles every hour you run.

It's asking for rate of change. It includes hours so the best bet is 3 miles per hour

A rate is something that goes by two things. When one thing changes the other will change too. IF you just do 3 miles then it wont state the other thing that it changes. 3 miles per hour is correct
