Where are valence electrons located

OpenStudy (anonymous):

Valence electrons are the electrons in the last outermost shell of an element. The number of valence electrons that an element has can be determined via using the periodic table. The group numbers, with the exception of group 3 through 12, determines how many valence electrons that are associated with the neutral atom of an element that is listed under a particular group.
