well you seem to be missing a little information, you have an ordered pair of (-2, 3) and more information on f'(-4), it doesn't seem quite right..

I forgot that f'(-2)=-4

ok... f'(-2) = -4 is the slope of the tangent at x = -2 so you have an ordered pair (-2, 3) and a slope of m = -4 now you can find the equation of the tangent. Hope that helps
