why is a practical capacitor always shown as an ideal capacitor in parallel to resistance while a practical inductor is an ideal inductor in series with a resistance

That really isn't true, inductors have a series resistance associated with it, and in tank circuits it's converted to a parallel resistance using a quality factor, Q, which is in parallel with the parallel resistance of the capacitance.
