it is not because Buffers work because there is an anion or cation present that can react with either H+ or OH- to reduce that concentration. In water the only cation present to react with OH- would be the H+ that is present in 1.0 X 10^-7 M concentration, and the same for the anion. Other buffers have these "sponges" available in significant concentrations. Remember a buffer capacity depends on the concentration of the ingredients.
