Ah, I remember that book. There are a few ways to determine the POV (point of view); one hint is the use of "we" or "I," which is not used. This leads us to think it's written in third-person- but is it omniscient? The only character whose feelings we know is Rainsford. We don't know what the general is feeling, thinking, or where he even is! It sounds like the passage is written in third-person limited POV.
