This is false. 35.45 is Chlorine's atomic weight. Like @awurst969 said, the atomic number of an elements is the same as its number of protons and electrons. So, to find the number of protons in Chlorine, look at its atomic number (usually in the top left corner of the box on the periodic table). You may refer to the picture I have attached:
