Congruent means equal. So a regular hexagon has equal/congruent angles and equal/congruent sides. An EQUIANGULAR hexagon is a hexagon with all angles equal but the sides aren't equal (so imagine a regular hexagon being stretch along two opposite sides) An EQUILATERAL hexagon is a hexagon with all sides equal but not all angles are equal. (so imagine a regular hexagon that is squashed)
