If the lights are not off, there is someone inside. If there is no one inside, the lights will not be on. If the lights are on, there is someone inside. If there is someone inside, the lights will be on.

I believe that the answer is D. the last one

Because in a contrapositive you make both negative. Like "If it is raining then the grass is wet" would be "If the grass is not wet then it is not raining." and since the one given is already negative it would be made into a 'positive' which would be D

Oh and you also switch the two around as well when it is a contrapositive
