How does the sea temperature affect hurricane formation?
Hurricanes depend on warm ocean water to develop. The warmer water is the more water vapor it produces ad the more it warms the air directly above it. This warm, moist air is essentially the fuel of a hurricane. The warmer the water the stronger a hurricane is likely to become. If a hurricane moves over cold water it will weaken and die.

basically warm air and could air spin around so fast the it makes hurricane
How does the amount of wind affect hurricane formation
Actually tropical cyclones need weak wind fields in order to organize and strengthen. If the atmospheric winds are even modestly strong, they will act to shear the system and prevent the convection from wrapping around the center, limiting or even weakening the system.
meaning
the faster and heavier the wind the faster and deadlier the hurricane
