an atom can react ONLY if it is not in full octet or is in full octet BUT IS CHARGED

hmm octet rule is having 8 electrons in outer shell

but to react
it needs to have less than 8 electrons in the outer shell
or to have 8 electrons but be charged (positively or negatively)
but here your atom has no charge
so its neutral and has 8 electrons
thus its unreactive
