What do they tell us?—That our rights are reserved. Why not say so? Is it because it will consume too much paper? Patrick Henry spoke these words at the Virginia Ratifying Convention. Which concern about the U.S. Constitution was he expressing that led to the addition of the Bill of Rights? The excessive amount of power given to the states The lack of direct protections for basic personal freedoms The absence of an adequate system of checks and balances The uncertainty about which groups would be allowed to vote @confluxepic @paki

I think that answer is B because Patrick Henry was an anti-federalists, and anti- federalists supported the Bill of Rights because they believed it was essential in protecting the individual rights and they wanted these rights to be specific and explained, but the federalists believed that is was not necessary because the individual should know that their rights are protected in the constitution, so they didn't believe it should be a whole separate paper ergo the paper joke that Patrick Henry stated.
