Why were the citizens of Washington, DC, not allowed to vote in presidential elections until 1961? Their location was too close to Capitol Hill. Their population was too small. They did not have any electors to represent them. They did not have enough registered voters.

And for B population would matter in some cases but not for citizens. So now were left with c and d. Which one do you pick?
