In permutations, what does it mean when they say "order matters"???

It is asking, if A is chosen first, and B is chosen second, is that a different outcome than if B is chosen first and A is chosen second.

When would it matter?

For example, if there were 10 runners in a race, and you were asked to count the number of possibilities for the top three finishers, it wouldn't matter if the finishing order were runners A, then B, then C or B, then C, then A - as long as A, B, & C were in the top three. However if you were asked about the number of possibilities for the top three finishers in order, it matters a great deal what order the runners finish in.
