First, assume you have 100g of the substance. If you have 100g of the substance, and 46.7% is nitrogen, that means the nitrogen in the compound weighs 46.7g. The oxygen weighs the rest

You need to calculate amount of moles of each element in 100 g sample. Then you have to find out ratio of moles in whole numbers.
