An open circle on a inequality line means that it's either less than, or greater than. (not equal to)
On the line, it's clearly y<-4
Since I said that the answer cannot include <= or >=, it's definitely not A or C.
Your decision between B and D should be pretty simple.

They all equal -4, but only one of them have the correct sign.
