"Conscription, or drafting, is the compulsory enlistment of people in a national service, most often a military service. Conscription dates back to antiquity and continues in some countries to the present day under various names." This sounds the most accurate. I was thinking sharecropping, but this wasn't until after the civil war.
It's either that one or the production one. The problem I see with the option mentioned above is the small population of Florida in that time...

Seems more like the North trying to get an edge over the south, I don't think a state would impose a tariff on production because then their economy would suffer. Just my view!
I also just read that 16,000 people in florida were enlisted, so it's definitely a possibility.
