Times were changing after WW2 and the Soviet Union became the new threat to democracy as it was led by the United States at the time. In order to prepare for that eventuality, former enemies became allies like Japan. So how did they make them strong? After the war, Japan didn't go back to an agrarian economy, so B is out. They didn't struggle for too many years, either, or rely too much on the US for economic support especially after they worked to rebuild them. The US was keen on building Japan back up, not only to help them stand on their own once again, but also as a powerful ally against communism. As a result, they became one of the strongest economies in the world today, so the answer has to be (C).
